Karl Theodor von Inama-Sternegg’s 1876 review recommends G. Herrfurth’s three-part edition for combining church-policy legislation with materials supporting its interpretation.
Der erste Theil enthält neben den sog. Mai-Gesetzen von 1873/4 die Reichsgesetze über Verhinderung der unbefugten Ausübung von Kirchenämtern v. 4. Mai 1874; die Ergänzung des Reichsstrafgesetzbuches v. 10. Dec. 1871; das Gesetz über den Orden der Gesellschaft Jesu v. 4. Juli 1872 nebst Vollzugsbestimmungen, sowie das preussische Gesetz über Beaufsichtigung des Erziehungs- und Unterrichtswesens v. 11. März 1872.
English translation: The first part contains, besides the so-called May Laws of 1873/4, the imperial laws on the prevention of the unauthorized exercise of ecclesiastical offices of 4 May 1874; the supplement to the Imperial Penal Code of 10 December 1871; the law concerning the Order of the Society of Jesus of 4 July 1872 together with its implementing provisions; as well as the Prussian law on the supervision of education and instruction of 11 March 1872.
The review moves from this legislative foundation to civil registration and the regulation of Catholic institutions:
Der zweite Theil ist ausschliesslich dem Reichsgesetze über die Beurkundung des Personenstandes und die Eheschliessung v. 6. Febr. 1875 gewidmet, während der dritte Theil die preussischen kirchenpolitischen Gesetze von 1875 enthält und zwar im Einzelnen das Gesetz über die Einstellung der Leistungen aus Staatsmitteln für die römisch-katholischen Bisthümer und Geistlichen, über die Verwaltung des katholischen Kirchenvermögens, über die Rechtsverhältnisse der Altkatholiken, und über die Orden und ordensähnlichen Congregationen der katholischen Kirche.
English translation: The second part is devoted exclusively to the imperial law on the registration of civil status and on the contracting of marriage of 6 February 1875, while the third part contains the Prussian ecclesiastical-political laws of 1875, in particular the law on the discontinuance of payments from state funds to the Roman Catholic bishoprics and clergy, on the administration of Catholic church property, on the legal position of the Old Catholics, and on the orders and order-like congregations of the Catholic Church.
Its central judgment concerns documentary utility: orderly, comprehensive access to statutes, drafts, amendments, and deliberations makes the changing legal relationship between state and church accessible to readers.
