English translation: Special attention may be drawn to it because it reports in a clear, summary form on the Imperial Insurance Code, or rather on the activity of the Centre Party in bringing this law about.
The qualification within this sentence matters: the publication offers an accessible account of the Imperial Insurance Code, but specifically through the Centre Party’s contribution to its enactment. Lederer moves from acknowledging that usefulness to specifying the limits imposed by the publication’s partisan purpose:
Die Tätigkeit der übrigen Parteien erscheint nur soweit berücksichtigt, als es der genannte Zweck der Publikation erfordert.
English translation: The activity of the remaining parties appears to be taken into account only so far as the stated purpose of the publication requires.
His central critical distinction is between a summary of legislative work and a party-directed presentation of that work. The review recommends attention to Erzberger’s report while cautioning that its selective attribution of legislative achievements limits its use as an account of the Reichstag as a whole.
