Emil Lederer: Review of Friedrich Kleinwächter jun., Das Wesen der städtischen Grundrente (1912)

Emil Lederer’s review examines Kleinwächter’s contribution to the theory of urban ground rent and the housing question. Its central objection is that the book mistakes a simplified restatement of Austrian value theory for an original explanation of urban economic relations. Lederer begins by challenging the premise used to justify this theoretical reconstruction:

Das Buch geht von der völlig irrigen Voraussetzung aus, daß das Problem der städtischen Grundrente und der Wohnungsfrage bisher nur vom »politischen« Standpunkte (wie sich der Autor ausdrückt), d. h. ohne Beachtung und Erforschung der theoretischen Zusammenhänge behandelt wurde.

English translation: The book proceeds from the completely erroneous presupposition that the problem of urban ground rent and of the housing question has hitherto been treated only from the "political" standpoint (as the author puts it), that is, without attention to and investigation of the theoretical interconnections.

For Lederer, this premise erases existing research, particularly Austrian efforts to clarify the housing question’s theoretical connections. He reports that approximately two-thirds of the book rehearse need, housing need, value, rent, and economic imputation. Closely dependent on Böhm-Bawerk, these discussions neither extend Austrian theory nor preserve its complexity. Lederer also objects to Kleinwächter’s dismissive treatment of earlier economics and Ricardo: allegiance to a school does not justify contempt for predecessors when it produces no new theoretical insight.

The review then turns from foundations to the book’s promised applications—housing prices, the housing market’s influence on ground rent, and building taxation. Here the charge is not simply repetition but explanatory failure:

Dabei kommt er über die allgemeinsten und daher nichtssagenden Formulierungen nicht hinaus und ist weit davon entfernt, auch nur das, was man als gesicherte Erkenntnis und allgemeine Anschauung in diesen Problemen doch schon ansprechen kann, zu registrieren.

English translation: In doing so he does not get beyond the most general and therefore vacuous formulations, and is far from even registering that much which may already be claimed as secured knowledge and general opinion in these problems.

Lederer treats Kleinwächter’s sweeping descriptions of housing literature as evidence that even cited works have not been adequately understood. The applications therefore fail both to advance the subject and to register its established results. Nor does he accept simplification as a useful popularization: the cumbersome presentation removes precisely the nuances that give Austrian theory its analytical force.

The concluding judgment makes the review’s methodological stakes explicit:

Der Autor ringt aber noch so sehr mit den Grundlagen, von denen aus er an die Lösung schreiten könnte, daß er nichts anderes vermitteln konnte, als eben diese Grundlagen — die sich dann allen Ernstes als »Lösung« aufspielen, während sie doch die Konsequenzen der als gegeben betrachteten Voraussetzungen, besser gesagt, nichts als Tautologien dieser Voraussetzungen, enthalten.

English translation: The author, however, is still wrestling so much with the foundations from which he might proceed to the solution, that he could convey nothing other than precisely these foundations — which then in all seriousness give themselves out as the "solution", while they yet contain only the consequences of the presuppositions regarded as given, or, better said, nothing but tautologies of these presuppositions.

The review’s relevance lies in this distinction between theoretical premises and substantive explanation. Lederer offers no competing theory of urban rent here; he demands that an explanation do more than redescribe its assumptions. His criticism targets the production of apparent novelty through repetition, while insisting on informed engagement with existing scholarship and fidelity to conceptual distinctions.
