Emil Lederer’s German-language review examines the editions and commentaries accompanying the Reich Insurance Code. Its organizing concern is how different publications make the legislation intelligible: through earlier jurisprudence, legislative history, comparison of successive provisions, accessible explanation, or guidance for particular fields of insurance.
The health-insurance commentaries by Mayer and Olshausen connect the new legislation with accumulated legal knowledge. Mayer combines explanation of the statute with earlier case law and scholarship, while Olshausen likewise draws on legislative materials and existing interpretation. Their importance lies in preserving interpretive continuity amid statutory change. Stier-Somlo’s commentary extends this undertaking to the code as a whole, combining the historical development of provisions with conceptual clarification and consideration of their effects.
The Kohlhammer edition offers a different instrument of orientation. Noetel’s treatment of agricultural accident insurance instead brings general and special provisions together around a specific field of application. The review’s contribution is this compact differentiation of interpretive functions. Rather than treating all editions as interchangeable, Lederer distinguishes the work performed by historical commentary, legislative comparison, teaching-oriented exposition, and specialized guidance. His survey presents the reception of the code as a practical problem of organizing legal knowledge for readers with different needs.
