Schwiedland’s review of Köhne’s 1910 study presents juvenile crime as a problem of social conditions requiring preventive welfare organization. It moves from an account of rising delinquency in the German Empire through family and occupational evidence to proposals for coordinated youth protection. Its central conceptual move is to subordinate individual culpability to the circumstances that expose young people to danger:

Bei dieser Zunahme der Kriminalität sei nun zu beachten, daß die individuelle Schuld erheblich zurücktritt hinter die Wirkung von Zufällen und allgemeinen sozialen Ursachen; namentlich komme in Betracht, daß sich die Versuchungen in unserer Zeit mehren.

English translation: In this increase of criminality it is to be noted that individual guilt recedes considerably behind the effect of accidents and of general social causes; in particular it must be taken into account that temptations are multiplying in our time.

The review locates these circumstances in the separation of work from family life, estrangement from nature, and the incentives of unskilled employment. Immediate wages make apprenticeship less attractive, enable adolescents to support their households, and foster a sense of economic and moral independence. Cheap urban amusements then turn that independence into a potential source of vulnerability. The argument thus connects occupational organization with the weakening of everyday educational and familial authority.

Statistics concerning Prussian minors placed in compulsory welfare education supply the next layer of evidence. Schwiedland reports a growing number drawn from varied industrial employment and a declining number of craft apprentices. Figures on parental absence, criminal convictions, and disapproved conduct further ground the account in household circumstances. These are joined by broader diagnoses of nervous strain, the absence of a sustaining worldview, and political efforts to recruit the young. Yet the review expressly resists treating working-class youth as morally exhausted:

Gegenüber diesen düsteren Erscheinungen sei allerdings hervorgehoben, daß heutigentags auch ein sehr starker Bildungs- und Wahrheitsdrang der arbeitenden Jugend bemerkbar ist, daß der gute Geschmack unserer Arbeiterbevölkerung durch alle die öffentliche Geschmacklosigkeit nicht ertötet ist und daß es ihr an idealem Sinn und ethischem Wert im ganzen keineswegs fehlt.

English translation: In the face of these gloomy phenomena it should nevertheless be emphasized that in our day a very strong urge toward education and truth is also noticeable among working youth, that the good taste of our working population has not been killed off by all the public tastelessness, and that on the whole it by no means lacks ideal feeling and ethical worth.

This qualification gives the reform program its positive basis: youth welfare should sustain existing intellectual and ethical capacities. Schwiedland highlights the discrepancy between the state’s careful guardianship of children’s property and its inadequate protection of propertyless or endangered children. Professional guardianship and juvenile courts offer promising beginnings, particularly where criminal and guardianship jurisdictions are linked so that intervention can address the roots of an offense.

The concluding program extends beyond courts to land and housing policy, employment placement, vocational guidance, and the organization of young workers, including those in unskilled occupations. Local youth welfare offices representing participating organizations would be coordinated through state-level and imperial offices. The review’s significance lies in this connection between social explanation and administrative reform: the response to juvenile delinquency must reach the material conditions and institutions shaping young lives.

English translation: Along these paths lie the means of preserving and strengthening the physical and moral health of youth despite their more difficult conditions of life.
