Eugen Peter Schwiedland’s 1914 review of E. Bernhard’s Die Vergebung der öffentlichen Arbeiten in Deutschland im Kampf gegen die Arbeitslosigkeit examines the preventive use of public contracts against unemployment. Reviewing Bernhard’s 1913 book, Schwiedland contrasts emergency relief works with the planned transfer of ordinary public work to periods of weak demand.

Freilich sah man im letzten Jahrzehnt die Staatsregierungen diesem Probleme „immer erst ihre volle Aufmerksamkeit zuwenden, wenn der Notstand offenbar und die Gelegenheit für vorbeugende Maßnahmen vorüber war.

English translation: To be sure, in the last decade one saw the state governments "turn their full attention to this problem only when the distress had become manifest and the opportunity for preventive measures had passed.

The criticism concerns timing: governments recognized unemployment only after opportunities for prevention had disappeared. Some municipalities, by contrast, had already acknowledged their responsibilities. The alternative makes anticipation, rather than emergency intervention, central to public employment policy.

Rescheduling contracts would avoid costly special relief projects while protecting workers’ earnings, occupational continuity, and skills. Public authorities could benefit from lower procurement prices and easier financing during downturns, alongside reduced expenditure on poor relief, sickness assistance, and unemployment support. Given the scale of German public expenditure on works and supplies, shifting even a small proportion could mitigate severe unemployment. Corresponding restraint during expansion would chiefly curb excessive work intensity, overtime, and night work.

Freilich setzt eine derartige Orientierung der öffentlichen Wirtschaften auch budgetäre Aenderungen (Erstreckung der Verwaltungsdauer bestimmter Kredite und die Schaffung besonderer oder allgemeiner Reserven) voraus.

English translation: To be sure, such an orientation of the public economies also presupposes budgetary changes (the extension of the period of administration of particular credits and the creation of special or general reserves).

This qualification identifies the institutional condition of preventive policy: appropriations must remain available over longer periods, and reserves must permit flexible expenditure. Schwiedland presents the timing of existing public demand as an instrument connecting workers’ security with economical administration. The proposal’s effectiveness depends not simply on recognizing unemployment but on adapting budgetary arrangements before distress occurs.
