Emil Lederer: Review of Paul Louis’s Le Syndicalisme européen (1915)

Lederer’s brief review assesses Louis’s survey of trade-union movements across Europe, excluding France. It moves from identifying the author’s orthodox Marxist position and reliance on official union literature to questioning the analytical reach of his account. Lederer reports the book’s declared thesis:

Die Darstellung möchte (nach dem Vorwort) erweisen, daß der Klassenkampf die entscheidende soziale Tatsache der Gegenwart ist.

English translation: The account seeks (according to the preface) to demonstrate that the class struggle is the decisive social fact of the present.

This claim belongs to Louis’s program, not to an argument independently developed by Lederer. The review’s critical move is to contrast that explanatory ambition with a presentation largely confined to reproducing institutional sources:

Sie beschränkt sich im Wesen auf die Wiedergabe des offiziellen Materials der Gewerkschaftsverbände, ohne näheres Eingehen auf Programm, Taktik und Probleme der Entwicklung, hie und da lediglich mit einem polemischen Unterton gegen die syndikalistischen Theorien.

English translation: In essence it confines itself to the reproduction of the official material of the trade-union federations, without any closer entering into programme, tactics and problems of development, here and there merely with a polemical undertone against the syndicalist theories.

Lederer thus distinguishes documentary coverage from substantive analysis of trade-union politics and development. His closing reference to occasional anti-syndicalist polemic suggests that ideological positioning does not supply the missing examination of programs, tactics, and developmental problems. The review’s significance lies in this compact methodological judgment: extensive official material alone cannot fulfill a broader interpretive claim about class struggle.
