Lederer’s brief review surveys Stieda’s account of wartime social policy through insurance, employment placement, and private welfare. These concerns connect the preservation of established institutions with the urgent task of responding to unemployment.
Insurance raises questions of institutional continuity, contractual obligations, and provision for soldiers. Employment placement makes social policy a matter of organizing access to work, not merely distributing relief. The closing discussion likewise presents private welfare as a response to unemployment at the beginning of the war.
Lederer’s assessment is historically qualified: although wartime priorities have shifted since the lecture, it remains valuable as a record of early efforts to maintain and adapt social provision:
Wenn inzwischen während des Krieges auch andere Probleme der Sozialpolitik in den Vordergrund getreten sind, so bietet doch dieser Vortrag noch immer einen interessanten Einblick in die Bemühungen, welche von sozialpolitisch interessierter Seite gleich zu Kriegsbeginn gemacht wurden, um die mannigfachen Fürsorgeeinrichtungen aufrecht zu erhalten und den Bedürfnissen der Situation entsprechend anzubauen.
English translation: Even though other problems of social policy have in the meantime, during the war, come to the fore, this lecture still offers an interesting insight into the efforts which were made at the very outbreak of the war by those interested in social policy in order to maintain the manifold welfare institutions and to build them out in accordance with the needs of the situation.
