This recorded commission speaking turn consists of a single clarification about the relationship between the Kohlengemeinschaft (coal community) and the Reich’s taxing authority:
Das versteht sich von selbst, daß das Reich durch die Kohlengemeinschaft nicht behindert ist, eine Kohlensteuer zu machen.
English translation: It goes without saying that the coal community does not prevent the Reich from introducing a coal tax.
Lederer treats the Reich’s freedom to impose a coal tax as self-evident. His intervention distinguishes the coal community’s institutional role from national fiscal authority: its existence does not constrain that taxing power. The turn supplies no further argument about the tax’s design or desirability.
